When its Communist Party Dissolution Bill was rejected by the High Court in 1951, the Menzies government put the question of banning the Communist Party to a national referendum, held in September of that year.

It was rejected by a relatively narrow margin after a fiercely fought campaign that became a struggle for civil rights. Ray Quint's 26 minute drama examines the relationship between two politically committed people involved in these traumatic events.
